Registrar of Voters register voters, update and maintain voter lists, maintain voting machines, make voter information available, administer the polling place on election days, and fulfill other requirements mandated by the Office of the Secretary of State.

 

Register to Vote

The Voter Registration Form (ED-671) used for: new voter registration (includes move to a new town), address change (within the same town), name change or party enrollment change are available from the Registrars or from the Town Clerk’s Office during regular Town Hall hours.  Form available at libraries, schools or use the motor vehicle application received with your driver’s license application.  Voter Registration Form is also available by downloading from the State of CT Election Forms at the Secretary of State website:  www.sots.ct.gov

 Once the Registrar of Voters receives the application, a confirmation of registration will be mailed to you.

 Qualifications for voter registration in Connecticut are as follows:
1)    You must be a United States Citizen
2)    You must be a resident of a town in which you register
3)    You must be at least 17 years old (you can vote when you turn 18)
4)    You must not have been convicted of a disfranchising felony, or if so, have been
      released from confinement and if applicable, parole

Those registering to vote in person are required to show identification.  Acceptable forms of identification include anything with a name and address: a CT driver’s license, a utility bill, or even a checkbook.  Those who register by mail must provide their CT drivers license or the last four digits of their Social Security number on the voter registration form, which will be confirmed by the state’s centralized voter registration system.  Federal Law, which took effect on January 1, 2003, requires that all first time voters, who registered via Mail, provide ID at the polls.  First Time Voters without ID will only be able to vote for Federal offices.

Voter Registration Deadlines

 General Elections:  Your application must be postmarked by the 14th day before an election (OR received by your Registrar of Voters or a voter registration agency by the 14th day before an election).  You may apply in person to your registrar or town clerk until 7 days before an election.

Primary:  Your application must be postmarked by the 5th day before a primary (OR received by a voter registration agency by the 5th day before a primary) and must be received by Sprague Registrars by 12 Noon the last business day before a primary.  You may apply in person to your registrar or town clerk until 12:00 Noon on the last business day before a primary. 

Voter making sessions: 
a)    Saturday, three weeks before the election 10 AM to 2 PM in Registrars of Voters
     office at the Town Hall.
b)    Tuesday, one week before Election Day 9 AM to 8 PM in Registrars office.
c)    Up to 7 days before the election you may register in person in the Registrars office.

 Exceptions to the cutoff dates are:

a)    If you move into town after the one week cutoff date.  (You must show closing papers
      or a lease dated after the cutoff date.)
b)    You become a citizen after the one week cutoff date.  (You must show your
      citizenship papers dated after the cutoff date.)
c)    You turn 18 after the cutoff date.

Elections

Municipal elections are held in odd numbered years on the Tuesday after the first Monday in November.

State and federal elections are held in even numbered years.

The polls are by law open from 6:00 a.m. to 8:00 p.m.

Eligible to Vote

All registered voters may vote in regularly scheduled, general elections.  Voters who are registered with a political party may vote in any primary election of the political party in which they are registered.  All registered voters may vote in referenda held by the town.  Non-registered taxpayers who own assessable property worth more than $1,000 in Sprague may vote on referenda questions involving taxable items.

Absentee Ballot

 If a registered voter is unable to vote in person, he may apply to the Town Clerk for an absentee ballot for any of the following reasons:

a)    Active service in the Armed Forces of the United States
b)    Absence from the town during all of the hours of voting
c)    Illness
d)    Religious tenets forbid secular activity on the day of the election, primary or
      referendum
e)    Duties as a primary, election or referendum official at a polling place other than my
      own during all of the hours of voting
f)     Physical disability

Before a ballot can be issued to the voter, an application must be completed and returned to the Town Clerk.  The application can be obtained in person, by mail or by clicking here.  The application must be printed, signed by the voter and mailed or hand delivered to the Town Clerk, Town of Sprague, 1 Main St., P.O. Box 162, Baltic, CT  06330

 

Attention Military or Overseas Voters

The federal MOVE ACT (Military and Overseas Voter Empowerment) was signed into law by President Obama on October 28, 2009 and makes provisions for mailing a ballot electronically, upon request, to a voter who is in the military or who is an overseas citizen and their dependents.  Electronic voting is only for elections that have federal offices on the ballot.  (Electronic means faxing as well as emailing).

The actual ballot is a blank ballot format that is sent along with a list of candidates.  If you qualify for an emailed ballot, please contact the Town Clerk at townclerk@ctsprague.org.  As well as the ballot the absentee ballot application can now be faxed or emailed. 

Remove Name from the Election Roles

 A signed document is needed to remove your name.  Either send a note requesting removal with your name, birth date and signature, or download a form from here and send to Registrar of Voters.
